ROSES-2015 program element C.23 was released as the InSight Participating Scientist Program (PSP). However, this amendment cancels this InSight Participating Scientist Program due to the scrubbing of the InSight mission’s March 2016 launch opportunity. Please see http://spacenews.com/nasa-gives-up-on-fixing-mars-insight-in-time-for-march-launch/.  NASA will evaluate the path forward for the InSight mission and the re-issuance of this opportunity will be part of that evaluation.
