According to E.3 Conflict of Interest (COI) for NASA Peer Reviewers in the NASA Guidebook for Proposers Responding to a NASA Research Announcement (NRA) or Cooperative Agreement Notice (CAN), you will not be able to serve on a review panel if you are a principal investigator (PI) or a co-PI on a proposal being reviewed in a given panel. You will be asked to declare COI according to E.3 (in its entirety) if/when you are asked to serve on a panel or to provide a mail-in review. As defined, you have a COI with (among other conditions listed in E.3) a proposal written or co-written by your spouse, child, sibling, parent(s), business or professional partner (excluding ordinary scientific collaboration), thesis advisor or advisee (in the last 12 months).
Please disclose COI at the time you are filling out this form. Even if you are conflicted as a panelist now, you might be able to provide a mail-in review or serve on future panels.
