Correction of fiscal year in text of B.3 and B.4

Erroneous references to fiscal year 2012 and 2014, respectively, in B.3, Geospace Science and Appendix B.4 Solar and Heliospheric Science have been removed.
Correction to award durations in A.3 OBB

The values for Maximum duration of awards in the Summary Table have been corrected in Appendix A.3, Ocean Biology and Biogeochemistry.
