Atmosphere and Enabling Capabilities Program Manager

Dr. John T. Sullivan is an Atmosphere Program Scientist and Deputy Program Manager at NASA Headquarters, where he leads major efforts spanning surface‑based networks, calibration/validation facilities and the Multi‑Source Integrated Observatory. A recognized expert in lidar remote sensing and tropospheric/stratospheric ozone, he previously served as a central architect and leader of TOLNet and NDACC, advancing national capabilities for high‑resolution lidar profiling. His scientific work includes leadership roles in NASA’s  air‑quality campaigns—OWLETS, DISCOVER‑AQ, KORUS‑AQ, STAQS/AGES+, and TRACER‑AQ—where he has shaped understanding of boundary‑layer dynamics, wildfire smoke transport, and urban–coastal pollution.  

In his current HQ role, Dr. Sullivan integrates scientific, technical, and interagency perspectives to strengthen NASA’s observing systems and ensure that ground‑based and airborne measurements effectively support satellite retrievals. Known for his mentorship and collaborative approach, he has trained and supported early‑career scientists across NASA, NOAA, EPA, and academia, building the next generation of atmospheric‑measurement experts.
