Letters of Endorsement for US proposals to BepiColombo GI

Following the announcement that NASA is not soliciting proposals for BepiColombo participating scientists in favor of the ESA/JAXA solicitation for Interdisciplinary Scientists and Guest Investigators to the BepiColombo mission, many potential applicants have enquired about how to obtain a Letter of Endorsement from NASA.
