Clarification to C.26 COLDTech: Autonomy, Communications, and Radiation-Hard Devices

A sentence and a URL were added to the end of Section 1 of C.26 COLDTech: Autonomy, Communications, and Radiation-Hard Devices to provide additional information about the virtual testbed. New text is in bold. The due dates are unchanged. Step-1 proposals are due December 1, 2020 and Step-2 proposals are due February 19, 2021.
