C.26 EnVision VenSAR Science Team Typo Correction

A typo has been corrected in Section 4.2 of C.26 EnVision VenSAR Science Team. That subsection is entirely devoted to the U.S. EnVision Mission Scientist position, but in one place it erroneously referred to the VeST Lead. This has been corrected. New text is in bold, deleted text is struck through. The due dates remain unchanged; Notices of Intent to propose are requested by November 19, 2021, and proposals are due January 20, 2022.
