ROSES-25: Corrections to Several Program Elements Regarding SciENcv and Other Topics

Information about the required SciENcv format for biographical sketch and current and pending support was expanded/improved in several ROSES program elements, including D.4 Theoretical and Computational Astrophysics Networks.

Other corrections or improvements were also made to some elements. For a complete and accurate list of changes, refer to the text of the program element. New text is in bold, deleted text is struck through.
