Clarification of Planetary Science Research Program Overview on Duplicate Proposals

In addition to the recent update regarding the "Open Science and Data Management Plan", the Planetary Science Research Program Overview was also clarified in another way: Three examples have been added to subsection 3.2.1 "Duplicate Proposals" to clarify cases where duplication of tasks in proposals may run counter to the prohibition on duplicate proposals. New text is in bold.
