Amendment 39: DRAFT of F.10 Payloads and Research Investigations on the Surface of the Moon.

ROSES-22 Amendment 39: releases the draft text of F.10 Payloads and Research Investigations on the Surface of the Moon. Comments are due by September 1, 2022 to Debra Needham at hq-prism@mail.nasa.gov.

F.10 Payloads and Research Investigations on the Surface of the Moon will solicit development and flight of a science-driven suite of instruments and supporting technology demonstration payloads that will be delivered to the lunar surface on a Commercial Lunar Payload Services (CLPS) lander. The Lunar Discovery and Exploration Program (LDEP) anticipates flying two CLPS landers to the lunar surface each year in 2021 and beyond, and the payload for one of those deliveries is solicited in this call. F.10 PRISM will call for a suite or suites of instruments that are tailored to complete scientific investigations prioritized in active decadal surveys at one non-polar lunar landing destination that is proposed and justified in the proposal. Technology demonstrations or exploration-centric investigations are also eligible, as long as proposed instrument suites are focused primarily on science investigations and the technology demonstrations and exploration investigations support those science investigations.

NASA expects to select a suite or suites for one CLPS delivery expected to be delivered in 2027. Proposals must identify a specific region of interest within ± 75o of the lunar equator, near side or far side, and justify the science objectives that can be uniquely addressed by the proposed suite of instruments at that specific proposed location. The final specific coordinates of the landing site will be finalized after the delivery manifest is confirmed and will be defined in the RFTP released to CLPS providers. This program element also includes opportunities to leverage survive-one-lunar-night, mobility, and/or lander-mounted sample acquisition services provided by the CLPS provider.

The planned schedule for solicitation of F.10 PRISM is:

Comments on PRISM Draft Due......................... September 1, 2022

PRISM Final Text Release.................................. October 2022

Pre-proposal Conference..................................... ~14 days after final ROSES release

Inclusion Plan Best Practices Workshop…..….. <28 days after final ROSES release

Step-1 Proposals due........................................... ~30 days after ROSES release

Step-1 Adjudications............................................. <7 days after Step-1 deadline

Step-2 Proposals due........................................... ~90 days after ROSES release

Selection................................................................. ~6 months post proposal due date

Questions and comments regarding F.10 PRISM should be addressed by September 1, 2022 to Debra Needham at hq-prism@mail.nasa.gov.

On or about August 4, 2022, this Amendment to the NASA Research Announcement "Research Opportunities in Space and Earth Sciences (ROSES) 2022" (NNH22ZDA001N) will be posted on the NASA research opportunity homepage at https://solicitation.nasaprs.com/ROSES2022
