Amendment 41: A.10 INNOVATE Updates
A.10 Impactful and novel use of NASA earth observations and models for value-added applications, technology, and societal benefits (INNOVATE) solicits proposals to rapidly advance the use of satellite observations of the Earth to efficiently support the U.S. economy, national security, and any other applications topics relevant to NASA’s Earth Science to Action Strategy. A.10 INNOVATE seeks projects that cross this proof-of-concept valley by supporting project formulation, development, and implementation, and also providing access to Earth observation expertise. In particular, NASA invites efficient, value-centric, and driven innovators to catalyze the integration of its data and models (as well as those from its partners) into decision-making support systems for the benefit of all. This element is intended to support high-risk, high-reward projects that are too speculative to garner other funding sources, as well as boost the emerging space economy and commercial providers of Earth information.
ROSES-2025 Amendment 41 makes several updates to A.10 INNOVATE: Sections 1 and 1.1 have been updated to encourage non-governmental organizations new to NASA to partner with NASA centers, and a requirement was added to Section 4 to plan for operation beyond the award period. Proposals may be submitted at any time until August 31, 2026. New text is in bold and deleted text is struck through.
