Amendment 41: DRAFT F.13 Lunar Terrain Vehicle Instruments Program Released for Community Comment.
When it is released as final text, F.13 Lunar Terrain Vehicle Instruments (LTVI) program element will solicit proposals for investigations that include development and flight of stand-alone, science-driven instruments substantially enabled by unpressurized mobility on the lunar surface. Payloads selected through this program element will be integrated onto the Lunar Terrain Vehicle (LTV) and then delivered with the LTV to the south polar region of the Moon (within 6o latitude of the South Pole) in advance of the Artemis V mission. After delivery, the LTV, which will be an unpressurized vehicle, will be operated telerobotically in support of science and commercial activities until the crew arrives, at which point the crew will operate the rover in support of Artemis mission objectives. Teleoperation of the LTV for science and commercial activities will resume after Artemis crew have departed.
LTV Instruments must address one or more scientific objectives that are specified in the Origins, Worlds, and Life: A Decadal Strategy for Planetary Science and Astrobiology 2023-2032 (OWL) report and mapped to the Moon to Mars Strategy and Objectives Development, and may also address goals or investigations specified in the Artemis III Science Definition Team Report. There are also science objectives relevant to other science disciplines, including Physical Sciences and Heliophysics, that are also relevant to science objectives emphasized in OWL. Proposers from non-planetary science disciplines are encouraged, as long as the proposed science objectives trace directly to objectives identified in OWL.

A preproposal conference is planned for early October 2024. The date and connect information will be provided upon release of the final text in late September 2024. An estimated timeline is given in Table F.13-3 in Section 2.8.
