Research Programs with No (Fixed) Due Date (NoDD) or Rolling Submissions
The Planetary Science Division will host a virtual townhall meeting to discuss NoDD (and other topics) on January 21, 2021 at 1 PM Eastern Time (see below for connect information).
This year in Appendix C (Planetary Science) seven programs (C.2 EW, C.3 SSW, C.4 PDART, C.5 ExoBio, C.6 SSO, C.12 PICASSO and C.16 LARS) will accept proposals at any time.
SMD's "ROSES" Research solicitation has long had a couple of programs with no fixed due date: Rapid Response and Novel Research in Earth Science and Topical Workshops, Symposia, and Conferences. For these program elements with "rolling submissions", proposals may be submitted at any time without any preliminary statement such as a Notice of Intent or Step-1 proposal.
In Appendix C (Planetary Science) of ROSES-2021 a number of programs will convert to "rolling submissions", so they will have no due date (NoDD) and no preliminary statement such as a Notice of Intent or Step-1 proposal will be requested. It is anticipated that this flexibility in proposal submission will make it easier for individuals to balance their work and personal lives, and it will remove the pressure on AORs who had to submit so many proposals on the single due date. The list of new "NoDD" programs appears below. The NSPIRES page for those program elements will display a "Proposals Due" date, but that is simply the end date for the current ROSES, after which proposals may be submitted to the program element with the same name in the next ROSES. These "NoDD" Programs will review proposals throughout the year with a cadence that will depend on the rate at which proposals are submitted. Proposals will be selected gradually over the course of the year with an eye on the total available budget (and with judicious use of "selectable" status for proposals that are rated highly) so as to ensure that the budget is not depleted too early so all proposals that review well have an opportunity of getting funding.

All NoDD programs will open for proposal submission within a week or two of the opening of the ROSES-2021 solicitation in mid-February.
Please note One important element of NoDD is that proposers may not submit the same proposal to any program within one year of its last submission. For example, the due date for the ROSES-2020 SSW program is January 29, 2021; proposers who submit to the old (2020) SSW may not then submit that proposal under NoDD until at least January 29, 2022. Proposers may choose to forgo submission under ROSES-2020 in order to submit at any time in 2021. We do not anticipate any advantage or disadvantage to doing so.
